Added a drug dealing system.

Code:
Features
'/drugdealer' to get the drugdealer job (located at the top of the prison).
'/smuggle' to smuggle drugs into the prison (every 30 minutes)
'/usecoke' to use cocaine (+25 armor boost)
'/useweed' to use weed (+35 armor boost)
'/usemeth' to use meth (+50 armor boost)

Timer so that you can only use drugs every 1-2 minutes depending on the drug.
